Even as much as I looked, I never could figure out what they were trying to say. Is there some place that tells me what to look for or am I just supposed to figure that out on my own?

The translation on the Michel catalog :
The Minr 1 I, 2 I, 3 II, 5 I to 11 I, 13 II to 16 II listed in previous catalog editions are no longer applicable because they have turned out to be printing accidents.
So your 13a Scott number is a valid stamp but now to be considered as Nr 13
Simple enough.

I have the 13, in fact the Safe Album pages do not have a space for a 13a only the 13. I have the 2 volume English version of the Michel Germany Specialized. However, as Michael pointed out there are 2 different #13 because of the overprint.

To me this is a fascinating discussion highlighting the difficulties in using two different cataloging systems. I cut my teeth on Scott’s, but really, Michel’s system is profoundly more thorough and information dense. I’ve thought about converting, but all the dealers here use Scott’s.
I wish Scott’s/ Amos would allow sites like Colnect that have been licensed by Stanley Gibbons, Michel, Yvert and others to use their stamp ID data (but NO pricing or market info) to add the Scott numbers. They do have something they call SN which mimic Scott’s, but having the approval for a full cross reference by Amos would be incredibly helpful as this discussion shows.

I think I am correct, but need someone with more smarts than me to agree or set me straight.
German Occupation of Bohemia and Moravia. My 2011 Scotts indicates there is a #13a "Mahnen", but cannot find in Michel Germany Specialized. What I do find is the statement that 13 II - 16 II, listed in earlier editions are considered printing accidents and have been withdrawn from newer catalogs. My conclusion is that Scott's 13a is no longer a valid stamp and I should disregard as a valid stamp. Although Scott's cat value is $75 used. If there is such a stamp how do you tell the difference between 13 and 13a?
Any help would be appreciated.
