Without checking, let me guess: under-inking, debris ... nice curiosity.
OTOH, find more just like it, and you might have a plate flaw ... which would still probably be just a nice curiosity.

My stamps went through a water bath. I think USSR stamps from that period suffer some damage during water treatment. In the future I better leave them with the glue on (they are mostly CTO) no matter what the backs look like , hinges and what not.
