General Philatelic/Identify This? : Great Britain M & S overprint???

And my Scotts catalog says a Palestine # 54 is watermarked # 4 ??

Where do I find a # 4 watermark?
And does anyone publish a book which would list all countries watermarks??

Go to the front pages of your Scott Catalogue, about 55 pages in, for British watermarks used in that volume. There you will find watermark #4.

Out of curiosity, what does the M&S overprint stand for in Palestine?

This stamp has got nothing to do with Palestine.

This is a British commercial overprint used by the London-based department store business Marshall and Snelgrove which subsequently merged with Debenhams.

A "commercial overprint" acted like a perfin to deter theft of the stamps by employees as for many years mint stamps could be cashed in at a postage office.

Once the overprint was applied it could only be used as a revenue stamp and could not be exchanged for cash at a post office.

This stamp will have paid the stamp duty on a bill or receipt.
