The blue cancel was more than likely applied at the post office where the letter was sent. I get that done here in Brighton, although their stamp has too much ink in it, or at the very least the wrong type of ink. When the letter gets to the sorting station, it gets sprayed with that inkjet cancel.
Would I be correct in saying that it is very normal for post offices in Canada to use square instead of the round form cancel? I have another 2 covers that are Registered, airmail, security from 1989 and 91. I never thought about this cancel until I received the last. Below are the other 2, front and back.

The square canceler is called the M.O.O.N. canceller, or Money Order Office Number. They seem to have been used whenever they were closer. In Brighton, they have the rectangular canceller, but don't often use it anymore. ALL mail gets shipped 200 k's west, even when it is going to the neighbours house (!), gets spray cancelled there, then shipped all the way back. If I ask for the rectangular cancel, they will apply it. But the one here is not very good. It gets sprayed just the same in Mississauga anyway, so why bother here as well. I don't think Brighton has their MOON cancel anymore.

Yesterday I received a beautiful cover from a another StampoRama member, (thank you Jules). It has the normal printed canelation and a blue square cancel. My question , what is the blue cancel and does it have a specific name.
