The explanation provided by the Philatelic Bulletin for the new set of cylinders (second cylinders) was that the original set of cylinders was unserviceable. In fact, the Note Printing Branch had by mistake destroyed the original set of cylinders for the stamp issued on May 17, 1971 while the issue was still current.
The original 1971 stamps shows more white tones in the petals, particularly the two lowest and that pointing towards the 30 cent value.

2c Sturt’s Desert Rose
The first green cylinder began to deteriorate badly and later issues showed fading broken printing, the flowers name in particular. The new green cylinder resulted in a much thicker and bolder letting and value.
