Post war Germany, Mecklenburg-Western Pomerania (Soviet Zone), issued 28,8,1945. Michel #16. There are 2 types (Plates) identified by the numbers and the inner frame. Plate 1 has a thin printing of the inner frame and numeral, the second plate prints a wider frame and numeral.

It´s in German. letter was sent to the Police Headquarters in Berlin. At the bottom Apt.II
means something like Department 2.
