Hello Professor,
I've not looked at this set before but as far as I can see the paper on this stamp is sideways which suggests to me that this is from the earlier set which Michel says comes with both watermark vertical and sideways.
I believe all mine are from the first set but I can only see the Carol II watermark clearly on a couple of the darker colours such as the 25 bani.

Thanks, Nigel. This was giving me fits, and I started to wonder if there was a 3rd set that are unwatermarked.
I just went through a very old collection of Romanian stamps that I happened upon. I printed out Steiner pages for the various "Michael" sets as well as postage dues and tax stamps - this gave the opportunity to sort out what I already had and organize things. With all of the effort to check watermarks to accomplish this "labor of love" it took me 3 days to get through it, and my eyes are certainly strained!

I realize that this is a common issue from Romania but I have been trying to figure out this watermark.
