Came across this item in a "box lot" recently and am not sure of country of origin. I am thinking it might be Persia (Iran). Also, is it a postage

According to the writing through the middle of the stamp it is a Belgium tax stamp.

Gotta look at the clues!
Small print (as already pointed out) says "Belgique" and Fiscal Tax
Cancel says "Anvers", which is the Belgian name for Antwerp.
