I saw this sheet of N.S. stamps on E-Bay this evening. Why are there so many problems with the perforations? Is this a common problem with sheets of older stamps?

Those are called "blind perfs". The perforating pins wear out, and when they do they need to be changed. If a replacement isn't available, they continued to use the old ones. If you look closer at the locations where there would be perforations, you will see the indents made by the worn out/defective perforation cutting pins.

I have some Nova Scotia blocks with many blind perfs. 1860s technology. I would have no problem seperating the stamps, were I so inclined. Reminds me of the "hanging chads" which were so popular earlier this century.
