These are WWI charity seals.

The first cover of the booklet reads:

French Red Cross
Association of the Women of France
The City of Martyrs

20 Stamps - 2 Francs

The second booklet cover reads:

French (Red Cross) Society
In Aide to the Wounded Soldiers

booklet of 20 stamps
Price: 2 Francs

"The City of Martyrs": Actually, it is plural. "The Martyr Cities" Aid to the cities devestated by the war, by the association of Red Cross women (nurses?-probably patrons), I think. With the affected cities mentioned in the peripheral banners.
