I would complain to PayPal but it could be that the seller has had a few refunds against him and they are being wary.
I recently spent US$270 on an item off ebay and it went through straight away.

I've been thinking about this and I can't seem to figure out what PayPal is trying to accomplish. All it seems to be doing is to force the sale to happen 21 days later than it normally would. Are they just trying to slow things down hoping the buyer will back out if he has to wait? The whole thing just seems strange to me. Can anyone figure out the purpose behind the 21 day delay?

I purchased a stamps for over $200 and went though Paypal without any delay. The only reason yours might be delay is that the Seller might have issues with Paypal (credit, refund, debt or unpaid fees)

What information has paypal given to you? Is it the seller who has told you there is a problem?
If there is a problem with your payment then YOUR paypal account should have a HOLD or PENDING notice on that payment.
If there is NO notification on your account then ask the seller for a refund as you are not prepared to wait 21 days.
Hopefully the seller will refund the money but be prepared for a negative response!!
If no refund open a case with paypal.
(The seller probably does not have the item in stock and has had to order it from their supplier or they have to manufacture the item)

Ian - PayPal said nothing to me at all even though I now have a balance in my PayPal account to cover the amount - just sitting there. The seller did get a notice from PayPal saying what I've covered previously about a "risk". He is someone I don't hesitate to deal with and I really want the item - a beautiful opalescent blue syrup jug - I also collect many types of antique glass. So I'm going to wait out the 21 days to see what happens. I am just very confused why it happened since neither of us has ever been a "risk" before. The seller is as much in the dark as I am and I'm totally convinced he is not a problem.

Why not pick up the phone and ask Paypal? They have (or at least had)real people that pick up the phone with no long wait times and can usually answer your questions.

If this is the only problem I have with them I'll wait it out but if it ever happens again I will get in touch with them. I think this is a one-off and I will let it play out. I'll let you know what the final result is at the end of the three weeks.

Thanks Steven, the information really helps me make sense of what's going on. I was pretty sure the seller was the problem, but I'm still going to let things take their course. I really want the item! Might be a stupid thing to do, but "what the Hey!".

The seller should not delay shipping until such time as the funds are released to him or her. In fact, confirmed delivery allows for release of the funds the following day.

Thanks Steven, certainly makes sense to me. But I'm really not sure what he intends to do. If he waits 21 days, gets the funds, hopefully he will send the item! If not, I guess then it's my problem. If I wasn't so keen on the item I would back out. I'll let everyone know what happens!

Month ago I had a large PayPal payment to a new issues dealer in Lithuania...new Churchill issues and covers 74th anniversary of VE Day and Yalta Conference put on hold...supposedly under the guise of items that PayPal does not authorize for sale or buying.They wanted a whole series of documents to identify myself and explain the specifics of the purchase.I submitted the documents and they kept refusing them without any explantion of the problem even though I asked and I resubmitted them....after 25 days of this game they tired and they gave up and opened the account.In the midst of this they replied to the specifics of the material by asking what is VE DAY and what is Yalta Conference....too lazy to even google the info.I have had better treatment from Canada Revenue during a tax audit.Very secret and clandestine organization!!!!!!!!!

I have using PayPal since the problem and once was a substantial purchase - no problem, which tells me the problem was probably with the seller. I still am not sure what the 21 day delay accomplishes, especially since he informed me he will ship when the money is released in 21 days. All that is really accomplished is a delay in receiving the goods, unless they are giving me time to ask for a refund. The whole thing seems a bit useless to me. Has this happened to any of you?
Addition: It is now an hour later and I just heard from the seller that the money was released to him and the item is in the mail. So it only took a few days - I have no idea what that accomplished!

Say the seller had a very large sale just before yours and that transaction is now in dispute or otherwise 'gone bad'.
Paypal would freeze his entire account to try to make sure his balance covers anything they might have to credit back to the previous buyer(s). Additionally Paypal wants to ensure that something fishy is not going down (crooks would fire off e series of bad transactions just before closing down an account and going dark) so therefore is playing it safe.

To continue with Paypal problems. I have had 2 payments to me put on hold until I can be verified. The only way to be verified is to give them my bank account number, which I refuse or a line of credit, which I also refuse, or apply and be approved for a Paypal Master card. I have a different credit card on file with them, but not enough. After long conversations via message system, it appears that I had to apply for a Paypal Master Card, be approved, activate the card and they would release the money.
Did not matter that I have been using Paypal for over 10 years to both send and receive money. Is this something new that I missed some place? Why do I have to be verified to receive money?
Plus I received an email from Paypal stating that if I did not get verified by the 26 of Sept, that the money would be returned to sender. Just about ready to dump Paypal.

Keep in mind that the regulations regarding transfer of money in the US is constantly changing due to the ever more creative ways of money laundering being used, not to mention the opportunities for tax fraud when money goes outside the "system".
My sister is a bank officer and the regulations are becoming more and more restrictive. Paypal's request may be in response to new banking laws. It is a possibility.
Just my thoughts which are probably worth two cents.....

I have a paypal account. Any money that is received by me goes into that account and I can then purchase items with the money in that account or my credit card. Example: Purchase an item that cost $10, I have $15 in my account. They take the $10 from my account leaving $5. If my next purchase is $15, they take the $5 from my account and the balance from the credit card I have on file. It now appears that I must be verified, what ever that is, in order to do this. And the verification process is as I outlined. As you stated, banking laws change and Paypal must have made some change in order to comply.
Will wait and see when my Paypal Master card arrives and is activated to see what happens.

Way back when I first started to use PayPal, I opened a new checking account that was separate from any other bank accounts I had. I still use that account for downloading PayPal money into it, my royalties payments for my book sales are deposited there, as are a few other things that I do that generate revenue outside of the household as well as paying for my hobby purchases.

I bought an item on Ruby Lane from a US dealer for $185. The money went through fine and then today I got an e-mail from the seller saying PayPal was putting the money in his "on hold" area for 21 days because the sale seemed to "have a higher than usual risk". Should I consider this an insult from PayPal, really odd considering the many thousands of dollars I've pumped through them over the years! Have any of you had this problem before? By the way, the account I use for PayPal and automatic payments has lots of money. I find this whole thing a bit odd and is forcing the buyer to wait 21 days for his money and forcing me to wait an extra 21 days for an item I really want. Is there any way this could be Covid related or is this something many of you have run into?

Why not pick up the phone and ask Paypal? They have (or at least had)real people that pick up the phone with no long wait times and can usually answer your questions.
