In a stamp exchange years ago I received this cloth patch .Now I can't remember were it is from.I'm thinking maybe Croatia looking at the top right eagle?
Any one enlighten me?

Those are the coat of arms of the Czech republic. Google translate also confirms that Policie is Czech for "police".

Indeed. It contains the Bohemian lion (that can also stand for the whole country), the Moravian eagle (top) and the Silesian eagle (bottom).
