Dave, you are correct. They are Japanese revenues.

There used to be another site that showed examples of a lot of the revenue types, but it seems to be not be accessible anymore.
This English portion of this site seems to be up and running again, but the main url has changed, so that most online references to it aren't correct anymore. It's quite good:

Since I can't find any kind of valuations on these as I'm assembling a Japan Approval book, would it be unreasonable to use the Auction section starting at 5c or 10c for people who collect these sorts of things?

For the common ones, 10 or 15 cents, even 25 cents, each would be a reasonable price. (There are people on eBay and HipStamp who way overprice the common ones, so I don't think that's a particular good guide for pricing.)
But I appreciate that you won't really know which ones the common ones are. If you'd like, you can send me some pics (camera or scan), and I may be able to point out the ones I haven't seen many of and you could price those higher.

Can't find these in Scotts so I figure they are revenues, but no real idea.
Any identifying characteristics we should look for to avoid repeated questions of this nature? Maybe someone could volunteer to write a monograph?
