I have this stamp (1981) My catalog doesn't say anything about blue paper.
Hi Sheepshanks
The stamp was never issued on coloured paper, it was caused by some type of reaction to a fugitive ink, most likely the envelope it was on, or discoloured water it was immersed in that was used for soaking other stamps off covers, this reaction is commonly known as a changeling.
Rob
Tooler and Rob, I put up a scan of the stamp on a separate thread and it was pointed out that dye run was the likely cause, but I appreciate your chiming in with your knowledge.
Hi Sheepshanks
It is obvious it was a dye, but it did not come from any printing process or any type of printing paper. So therefore it is not a variety.
It would be interesting what made the stamp turn blue, but the end result would be from foreign staining.
Rob
Tooler and Rob -- it would be interesting to find similar on blue piece or envelope and oversoak the item to see if the same effect can be achieved.
Came across this site while trying to locate a stamp, may be useful although the text and background colours jar a little.

As regards the stamp I was trying to locate it is the 1982 50c Leadbeater's Possum but on a blue paper. It does not look as if it is dyed or a colour run but am unable to completely rule out that possibility.
If anyone has any thoughts I'll post a scan.
