It has long been my belief that such unpeople ( Mass murderers especially.) should have their names blacked out of newspapers, magazines and books as well as bleeped from the airwaves whether analog or digital. If necessary for a report or story to be comprehensible, "unperson #1" and "unperson #2" should suffice. In ensuing stories they should get whatever different numbr suits an author, but never the same.
