I don't see a denomination - seems a bit weird!
Monaco Scott #1793A Scott describes as: (3fr) pink and red -- the parentheses indicating non-denominated and 3fr being the price at which it was issued.
Dated 1999, but issued 11/28/1998

Just like their neighbors in France, the Monegasque postal authorities have issued stamps of permanent validity which were/are identifiable by color. The red ones are good for domestic letters (and IIRC to France).
