That's because it is not a stamp, it is a cut square from a postal stationery envelope. Scott lists those only for the US and territories and only in the US Specialized catalogue.

Hmmm, the margins look a bit too wide for the piece to be a cut square. And, there are no creases along the top or right sides, either.
Some kind of proof or printer's trial?
Maybe paper thickness would be a clue.
Any provenance on the piece?

Could be a letter sheet. The stamp was printed on a piece of paper that was folded over. It went at a lower UPU rate, like aerograms. The US had a letter sheet it has President Grant on it.

The paper is quite thin and is now a little crumpled.
It came in a collection of souvenir sheets that I recently bought at auction, so no other provenance than that, I'm afraid.
It does not look like it has been cut from an envelope, but could have been some type of letter sheet, so it still remains a mystery for the present.
