I cannot see the official countryname, nor a denomination either and I think that your suspicion is correct. These are nice looking cinderellas / labels or whatever to call them.

If I remember correctly a lot of these PR China SS,were made to be given away at events and also for collectors who has a yearly subscription for PR China stamps,They are not listed in Scott, But they are very colorful and quite a few people collect them

That's correct, Lee. Those sheets have no franking value, and are thus not valid for postage. They are Cinderellas, albeit very pretty Cinderellas. Well, Cinderella was pretty, wasn't she?
These two are eluding me. Can't seem to find them. Apparent absence of denominations makes me wonder if they have postal validity.
