Most likely, this is just a Wash. D.C. precancel....
The C79 was issued with precancel style #81 (stamp no. AM13A in the Noble bureau catalog numbering system)
(Catalog value for this issue precanceled is 25c)

Tim and Randy, I checked Ebay to see if there was anything that looked like what I have and lo and behold there it was. Instead of me posting a scan, check out the following on Ebay. Item #230696854694 and item #120832739604. Both advertise as C79b and the price range is somewhat different!!!! (Hope I am not breaking any rules re: SOR and Ebay.)

Those are standard bureau pre-cancels used by the post office in Washington, DC. Similar pre-cancels were prepared and used throughout the USA.
You're right - it IS a big price difference.
If the Ebay seller gets that price, they are very lucky; if a buyer PAYS that price they are VERY uninformed.
The sheet would be worth approximately $25.
What Ebay says and what reality says is quite often two completely different things.
