Considering that they do not seem to be teaching grammar school students to read and write in script or spend much time on composing anything beyond a simple semi-literate paragraph the chances of the next generation ever sitting down with paper and pen to write a letter becomes less and less each day.
Oh well, penmanship was boring anyway.
Also from what I have read, Canada Post has a separate union for both management and workers. that has to be a major drain on funds.
