See the note after Scott #698. It is a #666 (or 672) without overprint. The surface tinted paper stamps were generally overprinted, but some exist without overprint, but were not so issued. Michel further notes that these were obtained from printer's waste. "Makulatur".

Thanks. I wasn't looking over there with the overprints so that's where I got mixed up.

I found this in a group of stamps and was wondering if the blue tint is normal. Scott doesn't seem to mention the blue paper and the others I have from that set are on normal white paper.
