I'm finding it difficult to identify this 3¢ Washington Vending Machine perforated stamp on cover, I have some idea but want to make sure - need help with this

It's a Schermack Type III perforation.

If you're asking about the stamp itself, it could be Scott #535 (Type IV).

A bit hard to tell from the scan. The top line of the toga rope is strong, and it looks like the "P" and "O" of POSTAGE are joined. I can't discern the lines in the toga button, though.
