The 1 cent and the $2.50 with the statehood overprint were not sold to the public. Scott has a note about this following St. Lucia Scott #225. Value for both stamps is $6.00 unused and $9.00 used.

Actually Gibbons does have a very similar note following St. Lucia Gibbons #239 in their Commonwealth catalog.
One new piece of information is that the two stamps were not placed on sale at the post office, but were later accepted for postage use.
They also come in a black overprint.
Your stamp looks like a CTO to me.
