Can't measure perf guages from computer images, but I made a copy, rotated it, and superimposed the top and side:
This indicates that it is the same perf top and sides since the holes line up perfectly.
Thus, if you measured the perf 10 correctly at the top, the sides are also perf 10, making this #591 the perf 10 version of the stamp.

The perfs cutting into the design do not necessarily greatly diminish the value of the stamp for this issue. The perf 10 stamps are notorious for bad centering.
