re: Can any one identify this and why it was done?

This is an advertising label for Well-known Stamp Dealer Wim Van Der Bijl who holds an amazing Thematic stock and much more besides. He is at many International shows and I had the pleasure of meeting him on a few occasions and made one or two nice purchases for my Flag Collection.
The reproduction with underprinted advertising is not uncommon and is a nice way for dealers and collectors to get their message across. The example here is very nice indeed.
Not sure of age as the address for Mr.VD Bijl has now changed.

Hope this helps.

re: Can any one identify this and why it was done?

In the UK, Philatelic Historian Victor Short used a number of ways to advertise himself including some outrageous and funny labels, underprints on Machins and some superb letter paper !
He also had printed his own renditions of the famous 1912 'Ideal' stamp and the 1900 Manchester Philatelic Society war fund label. I'll scan some and show them sometime.

Great topic.

er, Mr. Londonbus, there seems to be a plate defect on your Stalin/George stamp. Part of the D in the denomination is missing and it looks a little like a hammer and.....never mind.
