Hi
here is a 9 cent Jefferson stamp with a new York inverted overprint. It is mint unhinged.
Would this be considered a minor or major rarity? What issue is it?

It just a precancel -pretty common for it to be upside down. full sheets where canceled at one time.

" ... It is mint unhinged...."

It may be unhinged, and it may have the original gum, but since the overprint was likely added afterward, probably at the local post office at the time of sale, it is just shy of being "mint".
I suppose one could argue that the idea of mint refers to the process up to and including the point of sale. A better case for mint status could be made if it had a "bureau" pre-cancel that was applied at or shortly after the moment of printing at the printing office.

Maggie,

I am 65 and have been collecting since I was 10 and my "learning curve" is still VERY steep. However, you are in the right place for questions and (excellent) answers!
