As FDR was an avid collector, I would presume he either sent for a cacheted FDC or one was presented to him. Two weeks after the stamp was released, he received the Democratic nomination for President, and the rest is, well, history...
Are there any markings on the back?
All the covers from his collection, auctioned off had an imprint on the back by the auction house, stating it was from the FDR collection.

David,
There are no markings on the back. Based on what you say, this did not come from an auction of his collection. Where it came from, I have no idea. It could have come from a multitude of sources, but I guess that will remain a mystery.
Bobby,
I had not noticed the date was 2 weeks before his nomination, as a history buff, I should have known, thanks for pointing that out.
