I want to mention that PayPal has been an incredibly useful, easy-to-use resource for me. I've had only one problem, and it wasn't a PayPal problem as such: I won a lot in the Stamporama auction, and paid for it with PayPal. I don't recall what the stamp was, but I was astonished at my good fortune to be able to buy such a fantastic stamp for so little money. It was too good to be true, and it wasn't true. When my stamp didn't arrive in the mail, and the seller didn't respond to my emails, I started getting suspicious. It turned out that the seller was Chinese — these days I look for the email suffix "CN" — and had scammed several other Stamporama members. I called eBay, and within just a few days I had all but a couple of dollars of my purchase price returned. I'm not sure why the full amount wasn't returned, but I was pleased to have gotten off lightly.
Except for that one incident, all of my PayPal transactions have gone smoothly, and I have completed hundreds of them. Sometimes sellers don't set up their PayPal accounts properly, and the buyer has to jump through a few hoops to make the payment. But by and large, the system works well and quickly. Too quickly! It's way easier to spend money by clicking "Send" than by writing a cheque and mailing it.

The only problem I have with PayPal re Stamporama is that I don't check the email account that paypal is set up on. So when you use paypal to pay me, I might not look at the account right away. If you haven't heard from me after making a purchase, then send me a reminder that you have paid using paypal. I will get back to you!

You can fix that in one of two ways.
1) Log into Paypal and add a second email address to your profile. Payment notices will be sent to both addresses (and both addresses can receive payments to the account).
2) Go to the setup page of the email address you currently use for paypal. Set it up to forward emails to your other email address. this will forward all emails, so Option 1 is actually preferable.

Les, alot of people don't like non-responsive sellers. I would take Roy's suggestion. If you sell, you owe it to your customers to be vigilant.

It may be wise to remove PayPal as a payment option on any items listed in which PayPal has placed an embargo. Or delete these items. Here is their official list (how often is it updated?):
Burma (Myanmar) , Cuba , Iran
North Korea , Sudan , Syria
Seems that Paypal does not care if you live in the US, Canada or whatever...it is "Verboten"!
Alternatively, some of us may want to start listing these countries differently. Since I collect and trade Middle Eastern stamps, I feel particularly at risk, (I have listed 3 of the above 6 no-no countries, and while all stamps are pre-embargo, no one seems to care).
So from now on, all the at risk countries will be also listed by me with gross typos, missing letters, extra spaces etc. 
Yes I know how to spell Iran 
, but Yrran may do for me!
Sudan will get a Frenchy spelling, modified...Soudain..
Kuba sounds like a nice alternative to Cuba , don't you think, unless Kubba is even better. So, I am going with some creative spelling. Does anyone want to suggest better spelling options, or a different approach? (If I listed Cigarland, would you know what I am talking about?)
I don't need the potential trouble with Paypal, (have you ever tried to resolve an issue with them?) so I am going pro-active.
I know that the approval Books refer to the book number for reference and not the title, but...the risk is real, and to avoid Big Brother's wrath, I am now planning to edit all posted titles of the books at risk, and stay with the illiteracy solution for now.
For Auctions, I strongly urge you to beware!

Nice thing about Stamporama, Ralph, is that it doesn't pass any country names to PayPal.

This actually has very little to do with PayPal. It is the US Gov't and the State Dept. PayPal is a US Based company. There for they may not conduct business with embargoed countries. Depending on the type of embargo. In order to pay you they must collect funds from the emabrgoed country. Or, transfer funds to the embargoed country. Without a Federal waiver/license both are considered criminal acts.

While in essence this is true, it is not accurate to say that PayPal's interpretation of the law is not an issue. What we are discussing here is someone who is NOT based in those countries selling to anyone anywhere else in the world. If a Canadian seller is banned from PayPal for selling stamps to a UK buyer, then this is a gross over-interpretation by PayPal of the law. If someone in the Sudan, Cuba, etc., however, attempted to sell anything to anyone in the US, THAT would be a violation of the law, as it would to sell TO buyers in those countries. So this does have a lot to do with PayPal's interpretation of the law.

This is sooooo very true. However, the facilitation of that act (purchase), or technically the transfer of funds through their system is where the issue lies. PayPal had challenged that very issue in court a number of years ago and lost. So, I would guess that is why they are overly cautious.

While in essence this is true, it is not accurate to say that PayPal's interpretation of the law is not an issue. What we are discussing here is someone who is NOT based in those countries selling to anyone anywhere else in the world. If a Canadian seller is banned from PayPal for selling stamps to a UK buyer, then this is a gross over-interpretation by PayPal of the law. If someone in the Sudan, Cuba, etc., however, attempted to sell anything to anyone in the US, THAT would be a violation of the law, as it would to sell TO buyers in those countries. So this does have a lot to do with PayPal's interpretation of the law.
