I came across this 7 c McKinley pre cancel With inking faults ,is this a common occurrence with type of overprint?

It's not a Bureau pre-cancel. Probably either a fake or a private pre-cancel.

Why would any one want to fake a pre cancel? it's not like it's worth a lot (is it)?Could you get private pre cancels done?

Its a local precancel, that is a bit starved for ink.

I've a few like that in my collection.
