I just liked the humorous honesty about it. Strangely, I have never seen another on cover anywhere and only a single used copy on eBay.

Haven't seen that before, but totally awesome! Complete opposite from electronic junk mail that tries their best to hide that it is junk mail.
But could it be that it isn't meant to be junk as in garbage, but junk as the boat? So kinda like air mail, but only by boat instead, junk mail.

I actually have 2 full sheets of these; one of which is an imperf printer's trial, I think.
They were obviously created for a bit of fun, as there are a number of deliberate printing varieties.
Shame these don't seem to have been used much, as it would be a bit of a challenge to get all the varieties on cover. I suspect though, many who obtained full sheets were reluctant to split them up because of these varieties.

Ha ha, maybe there can be a new law requiring businesses to put that stamps on there junk mail!

Well, at last I have found another on cover but an unusual 'overprinted' copy:
The sender obviously having a bit of fun. I've just realised that this was used in 1991; 25 years ago.
