This is a label issued Nov 27,1975 by The Canadian Union of Postal Workers for the "Worker Controlled Messenger Service". This organization performed some delivery services during Postal Strikes.
I found a single stamp from the pane that sold on e-bay for $3.95 in March of this year and another single copy closing later today with a Buy it Now price of $4.70
This is one of several labels issued over the years to cover postage by private carriers etc during our many postal strikes--particularly in the 1970,s
It is not shown in my Darnell Catalog

I am looking at my 1992 Darnell at the office (2005 edition is at home) and this is listed as NO1 as a semi-official issue. The $1.00 value you have are valued at $4.00 CAD based on the Catalogue.
I will check my 2005 edition when I get home from work.

Actually, I believe the cat. # is NO1; they just wrote the O as a 0. also stated is cv. of $16.00 as singles. thanks for the help and verification.
Hi Again---OOPS !--my mistake in my earlier post stating that this item was not listed in my Darnell Catalog--I was looking in the Darnell Canadian Specialized EFO catal.--sorry if it created any confusion.
Your post reminded me that somewhere in my hoard of covers to organize, mount etc I have a copy of a FDC for this item--if memory serves me this is a photocopy of the FDC to which someone has attached by hinge an actual label(stamp).I also found some earlier notes that I made on this issue and they indicated that the quantity issued was 35,00--not sure at this time as to source of this material---when I locate the copy of the FDC it may have more info

I checked my 2005 Darnell and they are listed there as well. Same catalogue number, but I believe they may have had a fall in price. The piece of paper I noted the CV on, is still on my desk at home. To quote Homer Simpson "DOH!"
