don't think it's US; the "cts" is typically Spanish-language for centavos. it's certainly not USPOD or USPS postage

Florida in this case is a town in Uruguay 60 miles north of Montevideo. This stamp used only on August 25, 1925, the centenary of the Assembly of Florida, on a special flight from Montevideo to Florida.

Great covers, Roy! Some specialists believed the stamps in question were actually registration stamps used only to pay the registration fees for the mailings. Your covers would seem to bear this out!
