They're one and the same.
And very nice people.
And do an amazing job of cutting up those catalogs. The pages are neatly trimmed, yet the margins are not tight. I bought from them several times until I finally scraped up a small fortune to get a full run of Scotts. (And then the countries I particularly want to update annually are so large that it makes sense to buy the full volume again, rather than the individual country pages.)
I totally agree with the comments about this seller; I buy selected pages every two years to check on values. I put each country into a clear report binder with a sliding holder, such as this generic image:
I can them easily compare the CV over the years as each country is in its own holder.

This morning I received an email from a company, Scott Catalogue Pages: Stamps from Me to You, that specializes in buying complete Scott stamp catalogues and breaking them into sets of pages for individual countries, groups of countries, geographic areas, political entities (e.g. occupied countries). I've ordered two sets of pages from them; prices are reasonable, and the service excellent. They sell through their web site and an eBay store.
I don't know of a better way to get up-to-date catalogue values and information with less expense or trouble, especially if you have a collection that is to any degree specialized. Too many times I've gone to the library only to find that the Scott catalogue I need has been checked out.
