General Simoni was an Italian war hero murdered in Rome by the German occupation troops in the Ardeatine Massacre.
Some details from the Italian Wikipedia:
Simone Simoni (Patrica, 24 dicembre 1880 – Fosse Ardeatine, 24 marzo 1944) è stato un generale italiano, generale di divisione del Regio Esercito, durante la seconda guerra mondiale fu tra i membri del Fronte Militare Clandestino. Arrestato, fu massacrato alle Fosse Ardeatine.
There's a lot more in the English Wikipedia about the Ardeatine Massacre.
I remember watching the film with Richard Burton about this
The film was "Massacre in Rome":
Not likely from the Socialist Republic. The caption reads (roughly) 'for the benefit of the national committee for political victims'. I don't think Mussolini would have been supportive of this initiative. The date is that of the Ardeatine Massacre.
As an aside, when I was four and we were visiting my dad's side of the family in Italy, this was one of the sites that we visited. I think I still have the Super8 footage my dad and my uncle took. All I really remember was being told this was where the Germans threw the partisan's bodies when they were shot and being seriously creeped out by this.
EDIT. Found the following.

click on "Vittime Politiche' (second button from bottom)
Ok thanks, i guess i was a bit off on my politics..i googled comitato Nazionale pro Vittime and there were similar "stamps" for many man and woman...the other victims of the massacre. Not familiar with the Richard Burton film.
Bobg sent me this interesting cinderella-fundraiser and although i am interested some eras of Italy such as the White War in the Dolomites 1914-1918 where my mother was born and the (i think) attractive stamps of the 1930s--early 1950s) i am not specialist on Italy. The date 1944 is on it so its possible its from Italian Social Republic. Appreciate your help !
