My contribution this month will be about the Argentina Departmental stamps. I am glad I can see that I am not alone being frustrated by the impossible task of finding some low cost, presumably common, stamps.

Here is a quote from a blog:

"One of the more unique parts of Argentine philately are the many Official Department Stamps issued. Between 1913-1937, regular 1911-37 issues were overprinted with the initial of the department.

46 stamps for the Ministry of Agriculture (M.A.)
55 stamps for the Ministry of War (M.G.)
44 stamps for the Ministry of Finance (M.H.)
41 stamps for the Ministry of the Interior (M.I.)

Almost all are quite inexpensive, and can serve as a way to boost WW classical era holdings.

I have some 223 stamps in my collection, but there are plenty more to be had!

I will start with the Argentina Department of Agriculture, and you can see the remaining (frustrating) gaps in my collection, after years of on and off activity.
I have (not counting varieties, 324 stamps out of the total 367. Still a ways to go!

That is terrific Tom.... Would be wonderful if this thread could lead to some unexpected finds (for the frustrated collectors). I looked too, as I don't collect Netherlands, but came short!

I would like to get my hands on a few of the 1938 hexagonal precancels from Belgium. Value is close to minimal, but I have never ever seen a single one of them (and there are 84 of them!)

In my old 1999 specialized Belgium catalogue most of these have a c.v. of 25 Belgian Francs or lower. That would be around 40 euro cents...

As for the Argentinian ministeriales. I just counted 295, but this may include some duplication. It is sometimes hard to differentiate between all the varieties. I may also have included some colour variations and misprints. In any case, these are also notoriously difficult to find.

Once upon a time, I had quite a good collection of Belgium which I sold a few years ago. I don't recall having any of this overprint. I also had over 100 different Department overprints but sold them on Bidstart or Ebay.

I love this topic! I have several I haven't found yet, but I have only been looking for a couple of years, so time will tell. Before I finished all but expensive U.S. there was one low value stamp I could NOT find!

1905a 11c Caboose PNC PL #2 lines only precan. I searched high and low for YEARS and even asked a PNC expert and he had never seen or heard of such a thing, but my 2008 Scott Specialized had, below the 1905a listing:

"Untagged stamps from plate 1 come only Bureau precancelled (with lines). Untagged stamps from plate 2 come both without and with Bureau precancel lines."



I believe my 2011 catalog said pretty much the same thing (but I just sold it so I no longer have access to it).

After years of searching and asking experts I decided it must be a unicorn and quit looking about 3 years ago. When I recently bought a 2016 Scott Specialized, I saw this:

"Untagged stamps from plate 1 come only Bureau precancelled with lines. Untagged stamps from plate 2 come only without precancel lines. "



Gee! I wish they would have corrected that sooner and saved me a ton of time!

dell4c, Yes, Thanks for starting the thread. However it seems to be going off track.
I think it should be limited for Officially recognized issues.

I only have 279 of the Argentinian Departmental officials.
I've bought many lots of them in the past but they always
contain mostly the same stamps. I think there are a lot of collectors who would like to complete the set creating competition especially for the scarcer ones. I havn't searched for or added any in many years.

I have the 24 cent Dutch postage due but I am still missing the 90 and 1.75

Mitch, PM me your Argentina Departmental officials want list. I have a great many duplicates. With some luck, I may have a few you dont have. One never knows.
You are right that mostly you see the same ones, but then occasionally one missing stamp does appear! I hope to near completion when I go to Buenos Aires ( eternal optimist). Rrr

Hans is right - I am trying to makeup pages for my Algeria and Tunisia precancels. I'm trying to confirm what are out there, so far I have found a couple of references that say there are eight from Tunisia and twenty from Algeria (19 regulars and a semi postal). I am hoping the Y&T catalog can confirm that.

Here's one for Definitive long set for Dave and another missing space needed. This sets issue run
went from 1911-1931.There were many sets that fill several pages. I thought it would be nice to make a PC page that contained all of them and I think it makes a nice showing of them. You can easily see the evolution or de-evolution in the set as it went from beautifully engraved stamps with rich colors to typo and Lithograph issues with more dull colors.
For some reason No. 126 has eluded me all these years. It's only cats for five dollars
which might be a bit high for the spirit of this thread but it sure would be a nice spot to fill. Or see a nice scan of one if somebody happens to have one?
Sorry about the size of the scan the page was to long to get stamps any larger.

(I'm afraid that even when I right-click on the image and open it another tab, and then click on the "+" sign to see it at full size (in Chrome), it's still a little too small to make out much. ... I'm not quite sure how the image size limitations work here on SOR, but if the length of the image is the constraining factor, perhaps that image could be broken into 2-3 parts? Maybe someone who understands the limitations here can weigh in on this.)

Dave, right click and save as ...., then open in your image viewer (photoshop, infanview etc) then you can enlarge it to greater extent but it will become blurry at some point.

Thanks, Vic -- I do know how to do that, and did it so that I could see them a little better. (I can see them up to about 140% before the blurriness gets too excessive.)

But I mentioned what I mentioned in this case, because I wanted to see how it would look just in the browser, which is what I figured most viewers would do. (But I could be wrong about that.)

(I'm not trying to be critical of you or Mitchell at all.)

As you can see they are much larger and display much better detail.

In many cases these so-called common stamps are not common at all and never have been. The low catalogue value is not as a result of over-supply but of historical lack of demand.

Most of the examples on this thread so far have been items of very specialist interest so mainsteam collectors have never actively sought them. Many of us world wide collectors today have more interest in esoteric material than in the past, and so they are now becoming sought after but the previous lack of demand still depresses the value ( and availability). Also dealers tend not to hold on to such material as it is "dead money" , and in any case the sale of "low value" items however it is defined is not profitable.

In theory "kitchen table" and internet part-time suppliers are the only possible source. My personal opinion is that the only possibly available stock now is the very occasional copy stuck in a long-forgotten schoolboy album somewhere, "accidentally" collected along with the usual dross.

Good Point Malcolm, it does not seem that long ago to me that dealers would bring in Scott Internationals and let collectors "pick" at 8 cents apiece. I imagine the price of tables at shows killed that courtesy.

Here's another one I'm searching for.

Algeria Scott #95 2011 cat is $2.00 mint and $1.20 used

It was reissued as Scott #124 shown here

The only difference being the 90c value in #124 is a red value on a white background and the #95 is a white number on a red background.

Every pictured #95 on Stamps2go is a #124. And I haven't seen one on eBay, probably because its to cheap to list individually.

Any one have one for sale or trade?

Turns out I made the same mistake!
I will pick up (any time soon) the block of 4 (currently on Hipstamp) and gladly share 3 of the 4 with other collectors facing the same dilemma. Thanks for noting the difference between the 2 stamps.

Aaaaahhhh the satisfaction of filling that last slot! And do it in this fashion, with help from friends, is so much better!
Blessed the little things in life that count! (Other than stuffing ourselves on this, Thanksgiving or turkey "holocaust" day. (I don't mean any disrespect when I use the word!)
Even better when that last stamp you wanted lists at minimal price in the catalog, and you painfully searched for years to find it, without having to buy the whole set!
Now back to my bird stuffing activities...

My 2011 Scott lists #782 at .75 used and #784 all of .30.

Finally got the other booklet stamps in a trade a few weeks ago. These seem really tough to find.

I'm hoping some one may be able to help me before I go totally insane trying to fill the gap on this page, it has nearly driven me to drink!!!

It's the USED two and half pence official overprint green in colour issued 14th.Sept.1934 and is Scott 026 or Stanley Gibbons 045. Any help would be greatly appreciated.

Almost all are quite inexpensive, and can serve as a way to boost WW classical era holdings.

I have some 223 stamps in my collection, but there are plenty more to be had!

I will start with the Argentina Department of Agriculture, and you can see the remaining (frustrating) gaps in my collection, after years of on and off activity.
I have (not counting varieties, 324 stamps out of the total 367. Still a ways to go!

I would like to get my hands on a few of the 1938 hexagonal precancels from Belgium. Value is close to minimal, but I have never ever seen a single one of them (and there are 84 of them!)

In my old 1999 specialized Belgium catalogue most of these have a c.v. of 25 Belgian Francs or lower. That would be around 40 euro cents...

As for the Argentinian ministeriales. I just counted 295, but this may include some duplication. It is sometimes hard to differentiate between all the varieties. I may also have included some colour variations and misprints. In any case, these are also notoriously difficult to find.

Once upon a time, I had quite a good collection of Belgium which I sold a few years ago. I don't recall having any of this overprint. I also had over 100 different Department overprints but sold them on Bidstart or Ebay.

I love this topic! I have several I haven't found yet, but I have only been looking for a couple of years, so time will tell. Before I finished all but expensive U.S. there was one low value stamp I could NOT find!

1905a 11c Caboose PNC PL #2 lines only precan. I searched high and low for YEARS and even asked a PNC expert and he had never seen or heard of such a thing, but my 2008 Scott Specialized had, below the 1905a listing:

"Untagged stamps from plate 1 come only Bureau precancelled (with lines). Untagged stamps from plate 2 come both without and with Bureau precancel lines."



I believe my 2011 catalog said pretty much the same thing (but I just sold it so I no longer have access to it).

After years of searching and asking experts I decided it must be a unicorn and quit looking about 3 years ago. When I recently bought a 2016 Scott Specialized, I saw this:

"Untagged stamps from plate 1 come only Bureau precancelled with lines. Untagged stamps from plate 2 come only without precancel lines. "



Gee! I wish they would have corrected that sooner and saved me a ton of time!

dell4c, Yes, Thanks for starting the thread. However it seems to be going off track.
I think it should be limited for Officially recognized issues.

I only have 279 of the Argentinian Departmental officials.
I've bought many lots of them in the past but they always
contain mostly the same stamps. I think there are a lot of collectors who would like to complete the set creating competition especially for the scarcer ones. I havn't searched for or added any in many years.

I have the 24 cent Dutch postage due but I am still missing the 90 and 1.75

Mitch, PM me your Argentina Departmental officials want list. I have a great many duplicates. With some luck, I may have a few you dont have. One never knows.
You are right that mostly you see the same ones, but then occasionally one missing stamp does appear! I hope to near completion when I go to Buenos Aires ( eternal optimist). Rrr

I'm trying to confirm what are out there, so far I have found a couple of references that say there are eight from Tunisia and twenty from Algeria (19 regulars and a semi postal). I am hoping the Y&T catalog can confirm that.

Here's one for Definitive long set for Dave and another missing space needed. This sets issue run
went from 1911-1931.There were many sets that fill several pages. I thought it would be nice to make a PC page that contained all of them and I think it makes a nice showing of them. You can easily see the evolution or de-evolution in the set as it went from beautifully engraved stamps with rich colors to typo and Lithograph issues with more dull colors.
For some reason No. 126 has eluded me all these years. It's only cats for five dollars
which might be a bit high for the spirit of this thread but it sure would be a nice spot to fill. Or see a nice scan of one if somebody happens to have one?

(I'm afraid that even when I right-click on the image and open it another tab, and then click on the "+" sign to see it at full size (in Chrome), it's still a little too small to make out much. ... I'm not quite sure how the image size limitations work here on SOR, but if the length of the image is the constraining factor, perhaps that image could be broken into 2-3 parts? Maybe someone who understands the limitations here can weigh in on this.)

Dave, right click and save as ...., then open in your image viewer (photoshop, infanview etc) then you can enlarge it to greater extent but it will become blurry at some point.

Thanks, Vic -- I do know how to do that, and did it so that I could see them a little better. (I can see them up to about 140% before the blurriness gets too excessive.)

But I mentioned what I mentioned in this case, because I wanted to see how it would look just in the browser, which is what I figured most viewers would do. (But I could be wrong about that.)

(I'm not trying to be critical of you or Mitchell at all.)

As you can see they are much larger and display much better detail.
The link to my site can always been seen at the bottom of my posts. Nearly any collection page can be found there in higher resolution than it shows on the board.

In many cases these so-called common stamps are not common at all and never have been. The low catalogue value is not as a result of over-supply but of historical lack of demand.

Most of the examples on this thread so far have been items of very specialist interest so mainsteam collectors have never actively sought them. Many of us world wide collectors today have more interest in esoteric material than in the past, and so they are now becoming sought after but the previous lack of demand still depresses the value ( and availability). Also dealers tend not to hold on to such material as it is "dead money" , and in any case the sale of "low value" items however it is defined is not profitable.

In theory "kitchen table" and internet part-time suppliers are the only possible source. My personal opinion is that the only possibly available stock now is the very occasional copy stuck in a long-forgotten schoolboy album somewhere, "accidentally" collected along with the usual dross.

Good Point Malcolm, it does not seem that long ago to me that dealers would bring in Scott Internationals and let collectors "pick" at 8 cents apiece. I imagine the price of tables at shows killed that courtesy.

Algeria Scott #95 2011 cat is $2.00 mint and $1.20 used

The only difference being the 90c value in #124 is a red value on a white background and the #95 is a white number on a red background.

Every pictured #95 on Stamps2go is a #124. And I haven't seen one on eBay, probably because its to cheap to list individually.

Any one have one for sale or trade?

Turns out I made the same mistake!
I will pick up (any time soon) the block of 4 (currently on Hipstamp) and gladly share 3 of the 4 with other collectors facing the same dilemma. Thanks for noting the difference between the 2 stamps.

Aaaaahhhh the satisfaction of filling that last slot! And do it in this fashion, with help from friends, is so much better!
Blessed the little things in life that count! (Other than stuffing ourselves on this, Thanksgiving or turkey "holocaust" day. (I don't mean any disrespect when I use the word!)
Even better when that last stamp you wanted lists at minimal price in the catalog, and you painfully searched for years to find it, without having to buy the whole set!
Now back to my bird stuffing activities...

Back again with a couple I can't find. This time from Belgium.

My 2011 Scott lists #782 at .75 used and #784 all of .30.

Finally got the other booklet stamps in a trade a few weeks ago. These seem really tough to find.

I'm hoping some one may be able to help me before I go totally insane trying to fill the gap on this page, it has nearly driven me to drink!!!

It's the USED two and half pence official overprint green in colour issued 14th.Sept.1934 and is Scott 026 or Stanley Gibbons 045. Any help would be greatly appreciated.
