Unopened, it could be a nice political cover. Is there a stamp or just a meter/indicia used to pay postage, or did it go out with government free mail? It could be a hoax too.
I get membership cards (a way to solicit money) from various organizations such as AARP. Some charities seem to want to think of it as membership encourage annual giving.
I generally save the political mail from national candidates and toss it into the big box of covers under my desk. It's easier to keep it all than to wish I had later.

Based on your initial post, I'd suggest you not apply for a job in the newly (or is it now constantly?) restructured CIA or FBI organizations for a job in their "Department of Information Redaction".
And based on your last post, I'd also suggest you not apply for a job in the U.S. Treasury Department, since current foreign exchange rates indicate that DavidG's offer of 25c Canadian (and your counter of "at least a loonie" might not (now or soon) be worth the same is US$...
