Did you file a "Non-paying bidder" report through the Resolution Centre?
That gets action, or they get an NBP strike, which, depending on a sellers settings, may not allow them to bid on others' lots. I have mine set to reject bids from anyone with 2 NBP strikes in one month.
Don't expect ebay to do more than send him reminders. After all, he could have been a friend, he could have paid you off ebay, and you could have failed to mark it as paid, as far as they know.

Can I buy from you and get 30 days free credit? 
I raise a resolution issue bang on 7 days, by which time the buyer has received two reminders from eBay. Get tough!

i feel guilty when i complain i didn't get what i paid for... and btw was that sale 30 fob

ebay does nothing except send reminders UNLESS you open a Non-Paying Bidder ticket in the Resolution Center.
And I am thankful for that, as we have a number of our very best customers who settle up about once a month and I would not want ebay pestering them.
It is very easy to open an NPB ticket and it should be done no more than 7 days after a sale unless the buyer has made other arrangements with you.

A dealer in Denmark waited one month to the day to pay me after winning a lot. Do ebays supposed rules about paying or shipping within a specified period of time mean anything ? Do their rules have any teeth ? Apparently they did not pressure him to pay until the very last minute.
