The stamp depicts the Governor's Palace in Fiume (now part of Croatia). The issuance of this stamp caused an international incident between Italy and Croatia as Croatia believed the stamp to be a political statement regarding Italy's claim to Fiume. It was part of Austria-Hungary..Italy fought a bloody war for it..politics change over time.
